Richmar apartments aren't the worst you can find in Owings Mills, but they're definitely not great.
The other reviewers are right: it's a barrio, with Mexicans playing music out their cars, drinking, generally running around in all the parking lots. The other reviews are also correct in saying that the office personnel are lacking: the manager, Kim, is downright rude on most occasions and seems to think herself the Trump of Owings Mills. The other desk workers are either incomptent, rude, or both. Maintencence is the only good part of the management, they are nice & reliable. Some specific complaints: teenagers loiter in the stairways of the apartments, leaving gum and food scraps all up and down the stairs, talking noisily, and blocking access to people's apartments and when you ask them to move they mutter under their breath at you. Management's idea of fixing this was to put up a sign on yellow paper. The teenagers tore it down after a day. Real effective. Other than the mexican car-based-cantinas in the parking lot, people seem to drive around the parking lots at ridiculous speed and pull out without looking either direction. i've nearly had about 6 accidents because people just zoom around the place. Furthermore, the complex is RIDDLED with speed bumps. you cant get to any apartment without going over 4 or more speed bumps. and since everyone living there owns crap cars, its an expensive place to live for your car - always being damaged or nearly. they're not nearly as pet friendly as they claim, they charge a bunch of money to keep a dog, and then they ignore it - which ok, except when our neighbor's dog kept trying to attack our dog and we complained about how the neighbors don't keep it on a leash and its aggressive, management basically told us to shut up about it. the reviews are correct in saying that 2 washers & 2 dryers is not nearly enough for a 12 apartment building. on top of that inadequacy, one of the dryers is almost always broken, and one of the washers invariably floods the basement. maintenence however cannot fix these because of some contract. so they stay that way all week. the majority of our neighbors just go to the laundromat, since the laundry facilities in richmar are coin-operated anyway.
one thing that has bothered me over the 2 years living here is the abundance of drug paraphenalia in the grass and 'wooded' areas around the complex. there's tiny baggies and all sorts of suspicious trash, which upsets me because of the (enormous number of) children who wander around unsupervised. which is a problem in and of itself. In summary: if this is the best you can afford (which i doubt since it's pretty expensive for the type of apts they are), the apartments aren't all that bad, but don't expect a lot from the environment.
So far, so good. We are very excited to move into Richmar. We love our 2 bedroom, and we especially love the view from our balcony. Kelly and Mecca have been very helpful and thorough, especially when Kelly explained our lease. We truly appreciate the helpfulness of the staff!
