We lived at the Neptune TWICE over my 6 years in LA. Once with a roommate for 1.5 years and then single. Lovely place to live BUT that doesn't have anything to do with the Neptune. When I last left the Neptune I left a spotless apartment and they presented me with a bill for over $2000 for "repairs". What is odd is that they re-carpeted the apt though it had been re-carpeted on my checkin. They said they "resurfaced" what was an old melamine counter top that had to be 30 years old, their reason being that "I" had stained it. The trash, water, and sewage bill is indecipherable and expensive. You cannot turn on heat as it is electric ... my first bill was over $500. I did get my attorney involved and "some" of the charges were reduced. But, Legacy Partners did not own up to padding their exit bill or provide a reason for keeping security deposit. It was bad business in my view. The staff were nice - all of them - so I believe it is a corporate issue. The place is falling down - rotten boards, roof eaves, cement cracked, pitted and cracking plaster and walls. Run down but charming...if you need to live on the water. With rental rate the place ought to be much better in my opinion. But....that SoCal. Sad.
I would give negative stars. Rat infested....old pluming (flooded within a month of singing lease), termites, mold, terrible office managers...except the one young african american young lady..she is so pleasant and I hate to give her place of employment negative reviews. DO NOT SIGN LEASE. I am speaking for myself and some of my neighbors. If it wasn't for the cheap rent...actually, scratch that. I'd rather pay an extra grand than stay here an extra minute. Thank goodness we don't see eye to eye.
Beware! If you care about living where your well-being is important, don't move in here. They will promise you repairs and then charge you for the things they never fixed after you move out! This place is horrible. I lived there for 2.5 years in barely habitable conditions. The management doesn't repair things in a timely manner. Do you see the picture of the burnt-out electrical socket above? That was in my apartment - flames shot out of the wall! While I lived there, they paid one guy to move out, because they didn't want to fix his apartment. Also, about 40 tenants rallied to complain about bad living conditions! A couple of people got some great apartment upgrades out of it ... but if you didn't go through government agencies, you weren't given the time of day by Legacy Partners. Have you heard of ISTA? They randomly charge for water usage - with no meters at all - and determine that one apartment should pay more than 10 times what another pays ... Neptune Marina uses this service. They charge for water, sewage and trash removal through ISTA. I got my first bill of $40 when I was living alone and working 60 hour weeks. My neighbor had three people in her apartment and her first bill was $4.50. Go figure! Oh, and by the way, they say they are 2 bedroom, 2.5 bath apartments ... they are not. There are the equivalent of 2 full bathrooms total. There's a half-bath downstairs and a full bath upstairs with a door to another room that only has a shower and sink. (just FYI, so you don't waste your time) I loved living by the water and the boats! I loved my neighbors and the dog-friendliness of the area!!! But since I moved away, my health has improved and it feels so great to live in a place where I can actually turn on the heat, knowing that the bill won't be over $1,000 ... (they have electric heat$$$$$$) also, it's nice not to live in moldy, insect-infested quarters again.
I wanted to let you know about the bathrooms at the dock.. they are in need of repair. The sinks in the bathroom out of 3 there is only one that works, also the bathroom shower doors are literally hanging on by threads..
I love this marina and Dale the dock master is great! Its a little run down but it fun!
