My husband and I were supposed to move here temporarily, but now we've been here for a year already. This is the best complex that we've lived in. The manager is the best. Anything that needs to be done is done right away. It's very easy and fun here, laid back, cozy homy....hard to leave.
I have been at Encino Crest for over three years. It is a nice, small building and mercifully quiet. Tenants mind their business, are friendly and the pool & barbecue area are relatively well maintained. Management does little to maintain the apartments, typically refurbishing when tenants vacate so they can raise the rent when the apartment is leased. One tenant couldn't get her apartment painted by G&K Management after ten years of residency; she had to pay for it herself. The cleanliness in the Encino Crest building and grounds has deteriorated markedly over the past several months primarily due to the replacement of the previous site manager. The previous manager was not perfect-no apartment manager can be- but he lived in the building and was responsive. He was apparently forced out due to internal politics and cost-cutting by G&K Management who owns Encino Crest and a lot of other residential properties in the greater Los Angeles area. The current manager does not live on-site, lives in another G&K property and mostly stays in the office when she shows up. She does not get around the property and is not proactive on cleanliness and sanitation issues that affect the quality of life at Encino Crest. For example: 1. The trash chute is regularly clogged up and the dumpster is rarely cleaned. These unsanitary conditions results in the smell of garbage permeating the elevator and adjacent apartments. I have complained repeatedly about this problem. 2. The area by the mail boxes in the garage used to have a trash can that has was removed without explanation. People now throw trash and junk mail on the floor by the mail boxes and access door. Admittedly, it is not G&K's fault that some of their tenants treat the property like a pig pen, but why remove the trash can and do nothing? 3. The elevators and floor areas directly outside the elevator entrances are regularly filthy due to people who spill drinks, track in outside dirt from walking their dogs, etc. G&K Management has a cleaner come in one or two days a week for a couple of hours, but it is not nearly enough. By Sunday, the condition of the floors and elevator is usually an embarrassing mess. It often becomes so dirty, that we often take the stairs because we do not want to track the crud into our apartment. I mopped out the elevator and hallway this Saturday because it was filthy. 4. Service people regularly park illegally up against the trash room door in the garage which makes it impossible to throw bottles and papers in the recycle bin and makes it difficult for people in one area of the garage to navigate safely to their assigned parking spots. Again, management does nothing and allows service people to park in this spot and ignores overnight visitors who park illegally. 5. The pipes in the building groaned and rattled for months due to water hammer. Over a half a year went by before management took any action. Sometimes the noise was deafening. The noise was a result of hot water system repairs that were done improperly. After repairs, it got worse. The previous manager told me he could not hear the noise!!! Finally after the piping failed again, it was fixed properly. It took management over 8 months to properly address and correct this problem. I wonder if the Chairman of G&K has any awareness of the lack of attention by his company to these and similar quality of life issues. Would he like to live around the smell of garbage and filth and be told by the manager that the guy will be in on Tuesday? Or does he care only to ensure the rents are raised as often as possible. Encino Crest is not a bad place for apartment living, but the current manager strikes me as a part-time employee who is unenergetic and NOT a resident manager as advertised. G&K Management projects a professional image, but they heave nickels around like manhole covers and have no interest in spending a bad penny to maintain this particular property.
